When Elliot writes about his experience with the Jock Rots and sends it out over the KidNet, he includes the following quote in his letter.
"I think people ought to realize that stuff like this goes on every day…The rest of you are all part of it-because you let it go on and maybe you think it's funny, or you think it only happens to geeky outsiders and kids who are smaller or fatter or skinnier or don't have so many friends or so much money as you. So tell me-what happens when you don't have so many friends one day, or you don't have so much money, or something bad happens to you?" (91-92)

I think Elliot is trying to tell all of his classmates that bullying happens everyday in Parkland school, and that everyone has a role to play in it "The rest of you are all part of it-because you let it go" (92). He is trying to make them think "What if it was me? What would I do if I was being bullied?" He tells them that it could happen to anyone, that it could start at any moment, for any reason.
He is also trying to make them feel how unfair bullying is by using strong words. He asks them:
"So tell me what happens when you don't have so many friends one day, or you don't have so much money, or something bad happens to you?" (92).
Then, on page 93, Russell and Elliot are talking about the post, and Elliot tells Russell that he wants the Jock Rots to feel the fear a victim feels. "Let them wake up in the morning feeling scared. It's about time they found out what it's like,"
The letter reminds me how much being rejected can hurt and how much bullying is unfair. He uses strong words in his letter to really make people feel that. He also reminds me that bystanders are playing an important role in bullying, that they can make a lot of things change for the victims.

I do think that he is trying to tell everyone that people get bullied all the time. I don't think that being a bystanders will change anything for the victim I think that it would make it worse for the victim and for the bystanders that "tried" to help. I am pretty sure that after the bully bullied the bystanders would be the next victim.
